- A dedicated admin page for globally ignored members and forced ignores
- Group permissions for using 2-way ignore and for seeing globally ignored content
- Alert and push notification suppression for removed members

Moved some options into permissions and stripped some IMO needless features.

Added some extended features including the option to strip replies to users you have blocked. IMO replies that have no context due to the quote being stripped are wortless.
